Working Pattern

Hours of work will be agreed weekly and will be flexible to meet operational need.  This will include some weekend work.

 

Purpose of the Role

 

The Operative will:

 

  • carry out litter picking and street cleansing duties within an agreed area of Market Rasen (see appendix 1) on behalf of WLDC. 
  • ensure a reasonable standard of cleanliness is maintained at all times, in line with standards set out in Environmental Protection Act (EPA) 1990.
  • all litter and dog waste bins will be emptied in line with a schedule which ensures WLDC                              does not receive complaints about overflowing.
  • wear such uniform or use such equipment as the District Council reasonably
    require, such uniform and equipment to be provided by the District Council at its
    own expense.
  • ensure that they comply at all times with current Health and Safety
    Regulations and wear appropriate personal protective equipment at all times.
  •   work to maintain the Council's facilities to present an attractive, welcoming and safe environment for all users.

 

Key Duties and Responsibilities

 

1.Facilities

  1. Ensure a safe working environment for all users of the Town Centre.
     
  2. Make proper and adequate arrangements for the cleanliness of the Town Centre.
  3. Arrange with the Clerk to procure equipment / supplies / goods / services in a timely and cost-effective manner.
  4. Maintain an inventory of consumables and supplies as relates to their role; ensure appropriate stock levels are maintained and equipment is fit for use.
  5. Assist the Community Manager with the drawing up of specifications, tenders and quotations; assisting to identify suitable contractors and service providers.
  6. With the assistance of the Maintenance Operative undertake all tasks relating to the set up and closure of the Market Place for occasional special events and Market Place hires.
  7. Assist with street cleaning and litter picking as required.

2.Governance and Administration

  1. Undertake routine inspections of the Market Place to comply with the requirements of the Council's insurers and in accordance with Health and Safety guideline
  2. Ensure all appropriate Council policies and procedures are complied with
  3. Maintain a register of all tools and equipment
  4. Manage all equipment maintenance records and ensure all certification is up to date.

3.Financial Administration

  1. Adhere to the Council's procurement policies as outlined in the Financial Regulations
  2. Ensure any invoices are forwarded to the RFO in a timely manner.

4.Health and Safety

  1. Ensure that the Council's statutory obligations for the effective management of health and safety and safeguarding are met.
  2. Undertake / oversee statutory health and safety audits and inspections to identify issues and potential risks
  3. Ensure all paperwork/records/certification is relevant and up-to-date.

5.Communication and Community Engagement

  1. Liaise and communicate with facilities and office staff, Council members and Committee Chairs, members of the public, facility users, contractors and service providers and local authority representatives in a professional manner.

6.Equality and Diversity

  1. Support the Town Clerk in ensuring the provisions of the Equality Act 2010 are reflected in all aspects of the Council's work

  1. Undertake other duties from time to time which are commensurate with the level and grading of the post
