00001. OPEN MEETING
The Chairman opened the meeting and welcomed those in attendance.
00002. APOLOGIES
Apologies were received from Cllr A Dale and Cllr S Edwards.
It was Resolved: That apologies with valid reasons for absence from Cllr A Dale and Cllr S Edwards be accepted.
00003. PUBLIC FORUM
No items raised.
00004. DECLARATIONS OF INTEREST
Cllr S Bunney declared pecuniary interest in agenda item 10a, accounts for payment, no.31.
00005. MINUTES
a) It was Resolved: The notes of the Town Council meeting held on 11th December 2024 be approved as the official minutes.
00006. TO RECEIVE DISTRICT & COUNTY COUNCILLOR REPORTS
A verbal update was provided by Cllr S Bunney to members present. His majesty government and devolution, town and parish councils will not disappear. Core funding and a zero increase. The County Council put out a budget increase of 2.9% and ten million pounds of reserves used.
00007. TO NOTE THE RESIGNATION OF CLLR J SATTERTHWAITE
Council members present noted Cllr J Satterthwaite resignation and wished for their thanks to be recorded for time served as a Councillor.
00008. MEETING DATES
a) To agree Town Council meeting dates for 2025/2026
It was Resolved: The 2025/2026 Town Council meeting dates were agreed with the exception of August where there is no meeting. To take place on the second Wednesday of each month at 7pm, location Festival Hall Committee Room.
b) To agree the date for the Annual Town Meeting
Deferred to the next meeting of the council on 12th February 2024.
c) To note the date for the Town Council Annual Meeting on 14th May 2025
Noted by council members present.
00009. TO RECEIVE AN UPDATE FROM CLLR S BUNNEY AND AGREE IN PRINCIPLE KNOWN EVENTS FOR 2025
Council members present received an update from Cllr S Bunney and agreed in principle events being held by the Town Council and Local Groups during 2025.
00010. FINANCE
a) Resolve accounts for payment
Cllr S Bunney left the room at 7.21pm and returned at 7.22pm.
It was Resolved: Council members approved all accounts for payment (see Appendix A).
b) To consider the budget and agree the precept for the financial year 2025/2026
It was Resolved: Council members considered and agreed the precept for the financial year 2025/2026 be set at £192,500. Tax base (Band D equivalents) £1,331.45 compared to £1,291.50 in 2024/2025. Precept (Council Tax Charge) £144.50 compared to £132.58 in 2024/2025 an overall increase of 8.99%.
00011. PLANNING
To resolve responses to new planning and tree application received since the last meeting of the Town Council and any new applications received since the publication of the agenda.
a) Application Number: WL/2024/01044 - Planning application for change of use from offices and shop to 4no. self-contained flats. Location: 9 Union Street, Market Rasen LN8 3AA
It was Resolved: Provision should be made to ensure the accommodation is sufficient in size to accommodate adequate living conditions.
b) Application Number: WL/2024/01027 - Planning application for removal of modular building and erection of 2no. dwellings. Location: The Club (Former Market Rasen Air Cadet Force) Chapman Street Market Rasen LN8 3DS
It was Resolved: Council members present agreed that consideration should be given to a division between the public pathway and driveway to minimise risk as is often used as a cut through.
00012. CLOSED SESSION
To resolve moving into a closed session under the Public Bodies Admission to Meeting Act 1960
Should this resolution be passed the public and press will be required to leave the meeting.
It was Resolved: By Council members present to move into a closed session.
To resolve the appointment of second Maintenance Operative and contract terms
It was Resolved: Council members present resolved the appointment of a second Maintenance Operative and agreed contract terms.
The meeting Closed at 8.04pm.
