Minutes of the Finance Committee meeting held on Monday 19th April 2021 at 17:00: via Zoom.

 

IN ACCORDANCE WITH THE CORONAVIRUS ACT 2020 THIS MEETING TOOK PLACE VIRTUALLY VIA ZOOM

 

 

Present: 

Councillor S. Bunney (Committee Chairman), Councillor P. Harrold, Councillor N. Taylor, Councillor J. Pilley 

In attendance:    

Lucy Waller – Town Clerk and Responsible Financial Officer (RFO)

The Meeting opened at 17:04

 

1.  Chairman’s opening remarks

The Chairman welcomed members.

To approve and accept Apologies for absence and reasons given.

None 

 

2.  To receive any declarations of interest in accordance with the requirements of the localism Act 2011 and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.   

None

 

3.  To resolve to approve the draft minutes of the lasst meeting, held on 1 February 2021 as a correct record

It was RESOLVED to approve the draft minutes of the last meeting, held on 1 February 2021 as a correct record. 

 

4.  To note the detailed income and expenditure report to end of Quarter 4 2020/21.  

The report was noted along with the RFO verbal comments in relation to any significant variances. During discussion, the following items were highlighted.

 

  • Skateboard safety checks to be coded against ROSPA budget line going forward.
  • The council would be aiming towards balanced budgets in the future. 
  • The RFO and internal auditor were thanked for their work in the production of reports.  

 

          5.  To note the internal control checklist for Q3 2020/21 and nominate a member to undertake the internal control checklist for Q4 2020/21.

Members noted the completed checklist and Councillor Taylor praised the robust nature of the internal checks as Committee Membership was due to change at the annual meeting no member was nominated, however a volunteer would be sought following the annual meeting.  

 

6.  To note the midyear report of the Internal Auditor and the Internal Audit Review 2018 – 2020 and resolve any necessary action.

Members noted the reports. It was noted that going forward the RFO would keep a spread sheet of all risks raised at Full Council and the Council actions to mitigate and that Committees would be asked to feed in items for consideration by the internal auditor in October each year. It was suggested that procurement policies be considered in the next internal audit. It was additionally highlighted that an investment strategy would be developed for both capital and revenue plans following the completion of current large projects. 

 

7.  To resolve that under the public bodies (admission to meetings) act 1960, the public and representatives of the press and broadcast media be excluded from the meeting during the consideration of the following items of business as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted

The above RESOLUTION was passed.
