Minutes of the Finance and Premises Committee of Market Rasen Town Council, held on Wednesday 11th October 2023 at 6.30pm in the Council Office adjacent to the Festival Hall, Caistor Road, Market Rasen.

   Present:

   Councillors Bunney, Bowns, Taylor, Edwards, Strachan and Easters

Anna Lawson – Town Clerk and Responsible Financial Officer (RFO)

The Meeting opened at 18:30

 

  1.  To ELECT a Chairman
    Cllr Bunney ELECTED as Chairman of the Finance and Premises Committee
    PROPOSED Cllr Taylor, SECONDED Cllr Bowns, and UNANIMOUSLY resolved
     
  2. To APPROVE and accept apologies for absence and reasons given.
    APOLOGIES received from Cllrs Hassan and Gray
     
  3. RESOLVED to reduce the timeframe for a substitution within the Terms of Reference from two days to two hours
    PROPOSED Cllr Taylor, SECONDED Cllr Strachan, and UNANIMOUSLY resolved
     
  4. To RECEIVE any declarations of interest in accordance with the requirements of the localism    Act 2011 and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.
    None received
     
  5. To RESOLVE to approve the draft minutes of the last meeting, held on 30th January 2023, as a correct record.
    PROPOSED Cllr Bunney, SECONDED Cllr Taylor, and UNANIMOUSLY resolved
     
  6. RESOLVED to accept the quote from Fire Alarm Quote from Lindum Fire
    PROPOSED Cllr Taylor, SECONDED Cllr Easters, and UNANIMOUSLY resolved

18.46 Cllr Dale arrives

  1. To CONSIDER Dishwasher quotes for the Festival Hall
    RESOLVED to spend up to £1700.00 for a catering standard dishwasher
    PROPOSED Cllr Bunney, SECONDED Cllr Taylor, and UNANIMOUSLY resolved
     
  2. To RESOLVE that under the public bodies (admission to meetings) act 1960, the public and representatives of the press and broadcast media be excluded from the meeting during the consideration of the following items of business as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted. (Should this resolution be passed the public and press will be required to leave the meeting at this stage)
     
  3. RESOLVED to accept the cost implications of the recommendations from the Human Resource Committee held 3rd October 2023 up to a charge of £550.
