NOTICE IS HEREBY GIVEN and COUNCILLORS ARE SUMMONED to attend the meeting of Market Rasen Town Council, on Wednesday 9th October 2024 at 7.00pm in the Committee Room of the Festival Hall, Caistor Road, Market Rasen LN8 3HT.
Members of the public and the press are invited to attend. This is public meeting which may be filmed, recorded, and published.

2.Apologies
To receive apologies and resolve to accept valid reasons for absence
3.Public Forum
Members of the public may address the council for a period that shall not exceed twenty minutes in respect of the business on the agenda, or raise items which may become future agenda items.
4.Declarations of Interest
To receive declarations of interest in accordance with the requirements of the Localism Act 2012 and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.
Councillors may make a declaration of interest at this point and during the course of the meeting.
5.Minutes
a)To receive as a correct record the draft notes of the Town Council meeting on 11 September 2024.
6.Clerk’s Report
To receive the Clerk’s report.
7.To receive and update on the preparations for Remembrance Sunday on 10th November 2024.
8.District & County Councillor Reports
To receive the District & County Councillor reports.
9.To discuss an article that featured inside the Business and Industry publication titled “why we need a high street chief” and for any outcomes to be agreed.
10.To consider the purchase of the Scribe Bookings application to enable members of the public, organisations and businesses to book and pay for the use of Town Council facilities/services online. Cost per month £35 with a one-time set-up fee of £279. No cancellation fee applies and would integrate into the existing Scribe Accounts software package used by the Council.
11.Training
Resolve for the Town Clerk to undertake the Certificate in Local Council Administration training.
12.Finance
a)Resolve to accept payments made since the last meeting of the Council.
b)Resolve to accept accounts for payment.
c)To resolve the appointment of an internal auditor for the period 2024/2025.
d)External Audit and Notice of Conclusion.

To resolve responses to new planning and tree application received since the last meeting of the Town Council and any new applications received since the publication of the agenda.
a) 5-6 Market Place, Market Rasen, LN8 3HJ – Application Number WL/2024/00759 - Proposal: Planning application for the renovation of shop front and repairs to the building fabric of the frontage including replacement windows with addition of a new window and repairs to windows to rear elevation.

To resolve moving into a closed session under the Public Bodies Admission to Meeting Act 1960
Should this resolution be passed the public and press will be required to leave the meeting.
