MINUTES of the Council meeting held on Wednesday 6th February 2019 at 7.00pm in the Committee Room at the Festival Hall, Caistor Road, Market Rasen

1.    Mayor’s opening remarks  
The Mayor welcomed everyone to the meeting.     

2.    Apologies for absence and reasons given 
Apologies were approved from Councillors, T. Smith M.Harvey, M.Kenning, S. Bunney and District/County Councillor Strange.

3.    Public Participation. 
A member of public reported on planning appeal at Quinn A Mare, Bridge Close, Market Rasen. 

The Chairman of the Council expressed that the article in this weeks Market Rasen Mail was very disappointing. The Town Council and staff work extremely hard to encourage market traders and to arrange specialist markets.

4.    Councillors Reports
No reports. 

5.    To receive any declarations of interest in accordance with the localism Act 2011 and to receive any applications for dispensation in relation to Disclosible Pecuniary Interests. 
Councillor Matthews declared a pecuniary interest in account payment, BP549 for expenses on behalf of the Council.  
 
6.    Notes of meeting of Council Meeting held on the 9th January 2019 
It was RESOLVED to accept Council Minutes of the Full Council Meeting held on 9th January 2019 as a true and accurate record of the meeting.

Press representative entered the meeting. 

7.    Update on Action Points 
The Minutes of the Council Meeting held on the 6th February 2019 were reviewed and the following were mentioned:

A Councillor reported that a response has been received from Lincolnshire County Council regarding the maintenance of the footpath from Willingham Road to Angli-an Way. The County Council own part of the footpath. 

The Council agreed to request with Lincolnshire County Council the repair of part the footpath which they own.  
Action Point: Town Clerk to contact Lincolnshire County Council. 

It was noted that no letter has been received from De Aston School regarding park-ing issues. 

It was agreed to arrange a site meeting with Highways to discuss the problems on Willingham Road outside De Aston School with parking. 
Action Point: Town Clerk to arrange a site meeting, ideally after Highways meet-ing on the 26th March 2019. 
                                                                        
8.    Chairman’s announcements 
The Chairman announced that it has been a quiet month, but sadly had to attend the funeral of Jean Lucas. 

9.    Town Clerk’s Report.
The Town Clerk reported on the following:
•    Councillor Richard Davis (Portfolio Holder – Highways) is coming to Market Rasen on Tuesday 26th March 2019; the Committee Room at 2.00pm has been pencilled in the diary. Local parishes/towns are being invited to attend this meeting to talk about any Highways issues. I will inform Councillors once this meeting has been confirmed. 

•     A meeting was held with the Practice Manager from Bupa Dental Care on 22nd January 2019.  Wires in the waiting room were discussed. The Practice Manager has sent an email to advise that she has been informed that the wires in the waiting room were like that when Bupa Dental Care took on the waiting room, therefore the state of the wires are not down for them to re-pair. Bupa Dental Care are happy for the Town Council to arrange the repair of the wires and they will accommodate with access.

•     Restored police lamp has now been fitted in the Old Police Station.

•    A site meeting was held with representatives from the Methodist Church on 30/01/19 to discuss damage at the War Memorial.
•    Further to previous discussions, British Red Cross will be holding free First Training in the Festival Hall Committee Room on Wednesday 27th March 2019 and Wednesday 10th April 2019, between 10.30am to 12.30pm. Train-ing will be hosted and advertised by MRTC (as previously agreed). 20 plac-es are available for each day; people are encouraged to attend both ses-sions. This training program is designed to support communities to become more resilient, confident and willing to act when a first aid emergency oc-curs. A list will be created within the Clerk’s office with available places so that we don’t exceed 20. If any councilor would like a place then please would you let my office know. Posters will be produced and the press will be notified to encourage parishioners/groups etc to attend. 

10.    Report of the County Councillor
The Town Clerk reported that work on the drain near the Market Place will be com-pleted by the end of February. 

11.    Report of the District Councillor
The Council noted that no District Councillor is present and that there are more than one District Councillors available in the area. 

12.    Accounts for Payment         
The Town Clerk distributed Accounts (PAPER B) at the meeting to all members (copy attached to signed minutes).

The following payment was discussed.
BP544 – The invoice to the School should be 120.00, plus VAT. 
Action Point: Town Clerk to advise the Finance and Facilities Officer. 

It was RESOLVED to approve the accounts payment list presented for the sum of £8669.01.

13.    Correspondence 
    The Town Clerk distributed PAPER C and the following were discussed:
•    Tesco Bag of Help – The Chairman of the Council provided the Council with an update on this application and that the money awarded will be spent on town seating. 
•    Parish Council Elections – The Town Clerk reported that election pa-pers are available in the office.

14.    Report from Committee Meetings.  
No reports from meetings. 

15.    Progress reports from Projects Groups (Project Leader will bring this for discussion if clarification is required by the Council)
a)     Festival Hall –. None
b)    Old Police Station
i)    Application to the Architectural Heritage Fund 
It was RESOLVED to support the application to the Architectural Her-itage Fund for a project viability grant of up to 7,500. 
c)    De Aston Field 
Councillors reported on the trees at site. 
d)    Skate Park   
The Chairman of the Council reported that CCTV has been installed in Mill Road Playing Field.  The proposed Leisure Centre external monitoring will be linked into the town system, managed by Gainsborough and the recording will be dealt with internally (local). 

16.    Progress reports from meetings 
a)    Town Partnership meeting 
The Chairman of the Council reported that a Town Partnership Group have formed and that the group are looking at putting on seven major events for the town, details to yet be finalised. A further event may be being arranged by the Racecourse in December.  

b)    Love Market Rasen Race Day – 17th February 2019 
The Chairman of the Council reported on arrangements for ‘Love Market Rasen Race Meeting’ to be held on 17th February 2019. The meeting is be-ing co sponsored by MRTC and WLDC. There has been a positive involve-ment from the High Street.

17.    MRAG Town Clear Up
The Town Clerk reported on email received from MRAG on the town clear up, 23rd/24th February 2019.
Action Point: Town Clerk to arrange a meeting with MRAG to discuss arrange-ments. 

18.    Wold Scene Media Package
The Council discussed media package and agreed that more information is re-quired. The agenda item was deferred until the Finance and Facilities Commit-tee meeting for a decision. 
Action Point: Town Clerk to ask the Finance and Facilities Officer to include de-tails on the Finance Agenda for 20th February 2019. 
    
19.    Discussion on topics for monthly column 
•    Town Event Diary. 

20.    The meeting was adjourned for any public participation for clarification for agenda points (5 minutes)

A member of the public reported that another location  for the town clear up to be considered is on Willingham Road(close to Mallard Way) and near the fishing pond. 

The Reporter from the Market Rasen Mail asked some questions which were clari-fied by the Chairman of the Council. 

Councillor Bunney entered the meeting. 


21.    Risk Management. None 

Councillor Bunney reported to the Council that planning for the leisure centre was approved by West Lindsey District Council. The site is large enough to pro-vide gym, dry side sports, leisure and a weights studio. A full scale hard surface will be built for football. There is plenty of room to build a Swimming Pool. The land (Middle Rasen side) is in Council ownership which will help with traffic and will environmentally enhance the area.
