NOTES from the Council Meeting held on Wednesday 13th March 2024 in the Committee Room of the Festival Hall, Caistor Road, Market Rasen.

 

Present: Councillors: J. Pilley (Chairman), S. Bunney (District Cllr/County Cllr), M Hassan, N Taylor, A Gray, F Easters, D Strachan, S Edwards

In attendance:

Town Clerk – A Lawson, three members of the public

 

The Meeting opened at 19:00

1.  Open meeting

The Chairman opened the meeting  
 

2.  Apologies

Received from Cllrs Dale and Adekoya

 

3. Public Forum

No questions were raised

 

4.   Declarations of Interest. To RECEIVE any declarations of interest in accordance with the

requirements of the localism Act 2011 and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.

      None received

 

5.   Minutes                                                                                                               

That the minutes from the meeting held 14th February be ACCEPTED as read.                 

It was UNANIMOUSLY RESOLVED to accept the minutes
 

6.  Clerks Report

  • Scribe 
    The new accounting system has come live and officers are currently uploading information in order to move over fully to the system in April. 
  • Grass cutting 
    The grass cutting contract has not yet been signed as the company who were awarded the tender have requested a few amendments which are acceptable, therefore in order to comply with the MRTC Financial Regulations Council need to be made aware of the changes.
  • Market Place closure for a funeral  
    A funeral is taking place on Monday 25th March and as such the Funeral Director will be closing part of the Market Place to allow the necessary vehicles to be able to attend.
  • Subject Access Request.  
    Currently compiling records in relation to a subject access request. 
  • Food and Drink Festival along with the Family Easter Hunt and Easter Bonnet Competition. 
    The first event of the season is taking place at the end of the month…
  • Grant Application 
    Work is taking place to prepare the grant submission.  Quotes are being sought from suppliers.
  • Energy bills 
    The issue of overcharging for electricity in the Market Place has been addressed in relation to the current supplier, however there are still steps being taken to resolve the issue with the previous company.  Many thanks go to the Admin Assistant for her tenacity in resolving the issue.

The Accounts for Payment were submitted as part of the Clerks Report and are attached at the end of this document.

 

7.    District & County Councillor Reports                                                         

        Cllr Bunney’s report included the following;

  • Police Liaison meeting to be re-arranged
  • Highways and Flooding
  • Rasen House – Grange Farm
  • Tourism Office
  • Community Orchard

 

8.   Planning Applications                          

147897  Flat 1b 1 Union Street Market Rasen Lincolnshire LN8 3AA

Planning application to replace windows and associated works. 

Proposed to MAKE OBSERVATIONS to the application on the following grounds;

  • Would like the replacement windows and associated works to comply with the requirements of a conservation area.

It was UNANIMOUSLT RESOLVED to accept the application
 

147973  Market Rasen Day Centre Gordon Field Market Rasen Lincolnshire LN8 3AD
Outline planning application for removal of existing building and erecting 3no. terraced houses and 2no. semi-detached houses with all matters reserved.  Proposed to MAKE OBSERVATIONS to the application on the following grounds;

  • To raise concerns regarding the density of the site.  Would prefer fewer properties with greater parking provision and sufficient space for bins.

It was UNANIMOUSLY RESOLVED to accept the application.
 

9.   Financial Matters

a)   TO RESOLVE to accept the current account reconciliation to 29th February 2024            
      It was UNANIMOUSLY RESOLVED to accept the information

b)   TO RESOLVE to accept the savings account reconciliation to 29th February 2024
       It was UNANIMOUSLY RESOLVED to accept the information.

 

10.  Festival Hall

a). A report containing a financial analysis of the Festival Hall was NOTED

b). A report regarding the Festival Hall Operations was NOTED.  A request was made to receive this on a quarterly basis.

11. Policies

a). It was RESOLVED to ACCEPT the revised Audio Recording Policy

b). It was RESOLVED to ACCEPT the Financial Risk Assessment

12. Community Orchard

It was UNANIMOUSLY RESOLVED to accept the proposal by the Market Rasen Environment Group to create a Community Orchard in Mill Road Park.

 

13. Tourism Information

It was agreed that this item would be brought back to council in six months’ time, once more information is available.

 

14. Training Options (Lincolnshire Association of Local Councils)

It was UNANIMOUSLY RESOLVED to use a selection of training suppliers and identify the gaps in knowledge for all councillors.
