Minutes of the HR Committee meeting held on Wednesday 27th January 2021 at
11.30am via Zoom.
    
IN ACCORDANCE WITH THE CORONAVIRUS ACT 2020 THIS MEETING TOOK PLACE VIRTUALLY VIA ZOOM


Present:
Councillor J. Matthews, Councillor S. Bunney (Chairman), Councillor M. Lakin-Whitworth, 
Councillor J. Pilley (Vice-Chair), Councillor C. Turner.
        
        

In attendance:    
Lucy Waller – Town Clerk and RFO
The Meeting opened at 11.30.

1.    Chairman’s opening remarks. 
The Chairman welcomed all present to the meeting.
2.    To approve and accept apologies for absence and reasons given.
None.
3.    To receive any declarations of interest in accordance with the requirements of the localism Act 2011 and to consider any applications for dispensations in relation to Disclosable Pecuniary Interests.
None.
4.    To approve the notes of the previous meeting, 9th September 2020, as minutes. 
It was RESOLVED to approve the notes of the previous meeting, 9th September 2020, as minutes.
5.    To resolve that under the public bodies (admission to meetings) act 1960, the public and representatives of the press and broadcast media be excluded from the meeting during the consideration of the following items of business as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted.

6.    To approve / amend the draft Job description and Contract. 
It was RESOLVED to recommend to Full Council the draft Job description and standard Market Rasen Town Council Contract terms and conditions for use in relation to the employment of the Festival Hall Cleaner & Steward.  It was additionally requested that the Community Manager implement and report back on the Cleaner & Steward’s induction programme. 

7.    Appraisals – to make arrangements for the Clerk’s appraisal and note other staff appraisals will be conducted in the near future. 

It was RESOLVED that Councillors Pilley and Lakin – Whitworth be appointed as representatives of the HR committee in order to undertake the Clerk’s appraisal. It was noted that the Clerk would undertake other staff appraisals and summary reports would be submitted to the HR Committee and these would be used as part of the Salary scale point reviews. 
 

8.    Training - to note that delayed CILCA training will commence from 26th Jan 2021.
Members noted the above and it was highlighted that training schedules for other staff would be submitted to the HR committee following appraisals and introductory training needs assessments.
