Class1 - Who we are and what we do:

 

 

Market Rasen Town Council represents a population of approximately 4000 and play a vital role in representing the interest of the residents of Market Rasen community.

 

The Town Council is responsible for representing the local community, delivering services to meet local needs and improving the quality of life in the town. The service provided must benefit the community of Market Rasen, which must fall within the statutory powers that apply.

 

The Town Council is made up of 12 members and is operationally managed by the Town Clerk assisted by the Community Manager and three members of support staff. 

 

Market Rasen Town Council work closely with other local authorities – most noticeably West Lindsey District Council, Lincolnshire County Council, Lincolnshire Police.  The Council additionally works with representatives of the press in particular the Market Rasen Mail.

Who’s who on the Council and its Committees

 

The chair and deputy chair of the council are elected by town councillors for a period of one year at the Annual Meeting in early May. At this meeting members are also elected to serve on the various committees and working groups of the town council. All elected posts expire automatically immediately before the next Annual Meeting the following May.

 

The Mayor, also known as the Chairman of the Council 

 

The mayor is a figurehead for the town and is invited to represent the town attend at events of all types locally and throughout Lincolnshire.

 

The Chairman chairs council meetings and is the head of the Council. He/she has a duty to ensure that all decisions are lawful (in consultation with the officers of the council) and should take steps to involve all councillors in discussions. The Chairman must ensure that he/she has a good knowledge of the legislation affecting Parish and Town Councils, and of the procedures for running a meeting, including specifically those covering voting, proposals and amendments and resolutions, as well as areas such as allowing councillors to speak without bias and dealing with unruly members of the public. 

 

Deputy Mayor

The Deputy mayor and assists the Chairman of the Council and will act on behalf of the Chairman in their absence on certain occasions for example to chair meetings/or to attend Civic Functions. 

 

Meetings

 

There is a full council meeting once a month.

The Finance committee meets once a quarter.

The Planning Committee, the HR Committee and the Properties Committee meet on an ad hoc basis when required as per the terms of reference of each committee.

We are open for drop ins as follows:

Tuesday 10.00am-12.00 noon 

At all other times, an appointment should be made with the appropriate officer.

Staffing structure

 

Town Clerk & Responsible Financial Officer

The Town Clerk is the legal Proper Officer of the Council and has statutory duties to carry out functions, and to serve or issue notifications required by law.  The Clerk is responsible for ensuring that the instructions of the Council in connection with its function as a Local Authority are carried out.

 

The Clerk advises the Council on, and assists in the formation of, overall policies to be followed in respect of the Authority’s activities.  The Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required. The Town Clerk is responsible for the overall management of all other council staff.  

 

The Town Clerk also serves as the Responsible Financial Officer as required by LGA1972 s.151, and as such is responsible for the administration of the council’s financial affairs and has statutory duties under the accounting and audit regulations. 

 

Community Manager 

The Community Manager is responsible for the management of the council's paid services including the Festival Hall  and Market  bookings, invoicing and payments. The Community Manager also line manages the Cleaner/Steward, as well as undertaking administration duties relevant to this position. 

The Community Manager organises council events/markets.

Maintenance Operative 

The Maintenance Operative ensures that all Council properties are well maintained and meet all relevant Health & Safety standards. The Maintenance operative provides day to day management of the maintenance of the Town Council's facilities.  The Maintenance Operative, with assistance fron the Assistant Clerk implements and maintains a programme of works for the maintenance of the Council's facilities.  

Assistant Clerk 

The Assistant Clerk provides administrative assistance the Town Clerk and Maintenance Operative. In the absence of the Town Clerk the Assistant Clerk acts as a deputy.

Cleaner/ Steward 

The Cleaner/Steward undertakes the cleaning of the Festival Hall and facilitates opening and closing of the Festival Hall for hirers.
